Built from the inside.

Harbour Governance was founded by a healthcare governance professional with over fifteen years of frontline and senior leadership experience across the NHS and independent healthcare sectors.

That experience spans clinical nursing practice, healthcare governance leadership, regulatory compliance and digital transformation — a combination that is, deliberately, unusual. Most governance consultancies are built by people who have specialised in one lane: clinical, or regulatory, or digital. 

Harbour Governance exists because real healthcare governance rarely lives in just one lane.

Our founders hold qualifications and deep expertise across clinical nursing, law and information systems — a foundation built to understand healthcare organisations from every angle: the ward, the boardroom, the regulator's view, and the systems that bind them together.

This wasn't accidental. We've worked the NHS frontline, handled clinical claims, designed digital infrastructure, and navigated — and built — CQC and NHSE policy in practice. Where others see silos, we see connections. Where others hear the process, we hear the patient impact.

What emerges is rare: the ability to translate clinical urgency into legal clarity, and operational constraint into strategic action. We don't advise from the outside — we bring hard-earned insight from across the whole system.

We built this firm to be the clear, trusted voice in the room — helping UK healthcare leaders move from fire-fighting to confident, sustainable governance.

Why Harbour?

Independent and private healthcare providers operate in genuinely complex waters. Regulatory requirements shift. Inspection frameworks change. Patient safety obligations deepen. Digital and information governance grows more demanding every year. For organisations without large in-house governance teams, navigating all of this — safely, confidently, and without losing sight of the patients at the centre of it — is no small task.

Harbour Governance exists to be exactly that: a safe harbour. A place where independent healthcare providers can find the frameworks, the tools and the expertise they need to navigate those waters with confidence — without building an entire governance function from scratch.

Every document in the Harbour Governance toolkit is written by someone who has lived inside healthcare governance — not by a generalist consultancy applying a template. That distinction matters more than it might seem.

It means our PSIRF documents are written by someone who has triaged real incidents - before and after PSIRF Implementation, not just read the framework. 

Our CQC readiness tools are built by someone who has stood in front of an inspector, not just studied the methodology. 

Our clinical governance frameworks reflect what actually happens in a ward round, a board meeting, an incident review — not just what a textbook says should happen.

We believe that is the difference between governance documentation that gets filed, and governance that gets lived.

Harbour Governance is intentionally built around deep subject-matter expertise rather than scale. We are growing carefully — including exploring how to bring in trusted colleagues with complementary clinical and governance expertise, to extend what we can offer without ever diluting the quality or authenticity behind it.
